What is happening?

A project is underway to move the Education Health Care Plan (EHCP) assessment process to be completed online. The focus is on streamlining and improving the experience for families undergoing the EHC assessment process. This includes the provision of a parent/carer portal to request assessments and to monitor the progress of the assessment process. A professional portal will also be launched to enable schools, social workers, health and other professionals involved with your child to request assessments and contribute to the final EHCP.

What will be different?

The current EHCP process is predominately a paper based system and relies on a number of tasks manually having to be completed via the post and email systems. This includes EHCP contributions from all parties manually collated in order for the final plan to be completed and approved.

In addition, parents and carers currently have no visibility of where their application is in the process.

The introduction of the SEND Portal will introduce a “new way of working”. This will deliver the following changes and benefits:

  • Requests for assessments will be done directly via the Portal – this will speed up the time taken for requests to be initiated.
  • Automatic notifications will be issued by the system at each stage of the process, removing the need for individuals to schedule reminders for follow up action.
  • Parents and Carers or the Young Person will be able to see where their application is in the process by logging into the portal. This will improve transparency and accountability as any hold-ups in the system will be visible to those logging into the Portal.
  • The individual contributions to the EHCP will be collated into the document within the system.

When is this happening?

The build of the system has started. Rigorous testing will be completed throughout the Spring Term with the aim of launching this in June 2021.

What next?

We recognise that the timeline we are working to is tight. However, the need to improve the EHCP process is essential and moving to a system based online solution will deliver. The focus is on the build and testing of the system throughout the Spring Term. Please be assured that the use of the system will not be approved unless it meets our build requirement.
