Early Years Inclusion Funding

All local authorities are required by the DfE to have an Inclusion Fund for 3 and 4 year olds with SEND who are accessing their early education entitlement. This funding is to promote the inclusion of children with SEND within a pre-5 setting.

All local authorities are required by the DfE to have an Inclusion Fund for 3 and 4 year olds with SEND who are accessing their early education entitlement. This funding is to promote the inclusion of children with SEND within a pre-5 setting. This funding also supports Local Authorities to undertake their responsibilities to strategically commission SEND services as required under the Children and Families Act 2014.

Bradford Local Authority allocates Inclusion Funding via the Early Years Inclusion Funding (EYIF) Panel to support eligible 3 and 4 year olds in Private, Voluntary and Independent (PVI) settings and from 1st September 2019 this will also be available for eligible 3 and 4 years olds in schools. Inclusion Funding is also available to eligible 2 year olds in PVI settings and 2 year old provisions in schools, but this is non-statutory. Applications are considered at monthly panel meetings by representatives from the local authority, schools and PVI sector.

Inclusion Funding will be targeted at children with emerging SEND who are accessing their 2, 3 or 4 year early education entitlement in a PVI setting or school. Inclusion Funding is not available for; children accessing paid for childcare; children in a reception class; children who have an Education Health and Care Plan (EHCP) or children accessing a specialist placement in an Early Years Enhanced Special Provision or special school.
